No. The match works from birth dates alone, because planet-to-planet synastry between two charts does not depend on birthplace. Adding a birth time mainly sharpens the Moon position — the Moon moves about 13° a day — so an accurate time makes the emotional and friendship side of the reading more precise. Without a time, we use noon as a fair midpoint.
